            Why is this important?

            3rd grade reading proficiency is essential in promoting the life-long learning skills needed to create productive citizens and a prosperous community. 3rd grade is the year when students make the leap from learning to read to reading to learn. Research links poor 3rd grade reading proficiency to later adolescent behavioral and social problems and significantly decreases the likelihood of high school graduation. By measuring 3rd grade reading proficiency across the County, programs and services can be directed at closing achievement gaps in areas where disparities are largest.

        How Measure K is Making a Difference

        The County consistently performs well above the statewide average in 3rd grade reading proficiency and over the last decade the County has seen modest gains. Since 3rd grade is when gaps in achievement begin to widen, the County will continue to place more emphasis on improving reading proficiency before children start school and identify school districts where gaps are largest.

            The Big Lift

            Goal: To increase the percentage of children reading proficiently by third grade

            The Big Lift is a collective impact collaborative made up of over 200 organizations with leadership from the Silicon Valley Community Foundation, the San Mateo County Office of Education, and the County of San Mateo. The participating organizations represent the education, business, government, philanthropic and nonprofit sectors that together are spearheading a bold new vision for early learning to address the literacy gap in children of color and low - income children.

            This vision includes the following evidenced-based interventions.

            (1) A comprehensive school readiness strategy focused on high-quality preschool for 3 - and 4 - year olds that leads to an aligned and sequenced set of high-quality learning experiences in kindergarten through third grade;

            (2) A focus on reducing chronic absence in the early grades;

            (3) Developing inspiring summer learning opportunities that enable children to maintain their academic and developmental gains;

            (4) Supporting parents and care givers as children’s first and most influential teacher to provide rich learning environments in the home.

            The County of San Mateo has committed $15 million in Measure A funding, which must be matched with funding from other sources.

            Library Summer Learning Challenge

            Goal: To address summer learning loss among children and teens in San Mateo County

            The Summer Learning Challenge is offered by all public libraries in the County, encouraging children and teens to read and participate in learning experiences throughout the summer by offering creative programming, and books to build home libraries.

            The number of children and youth participating in the Summer Learning Challenge has increased every year since the investment of Measure K funds in 2012. In 2017, 82 percent of the County's youth population - or 133,413 children and youth participated in the Summer Learning Challenge. That same year, San Mateo County Libraries alone offered 2,486 high-quality learning and literacy programs to children and youth.

            Additionally, Measure K supports a youth employment program that provides high school students with work experience and supports libraries' efforts to reach more children with the Summer Learning Challenge; in summer 2017, the program employed 50 teens.

            This innovative effort to eliminate summer learning loss, especially among low-income youth, and maintain the educational momentum of the school year was honored with a National Association of Counties 2016 Achievement Award.
