            Why is this important?

            High school graduation rates in San Mateo County exceed the state average. That number, however, masks pockets of the county where graduation rates fall far below the state average while drop-out rates exceed the state average.

            The graduation rate in areas of East Palo Alto and Menlo Park, for instance, is 55 percent, the lowest in the county.

            High school dropouts face far higher levels of unemployment and earn lower wages than peers with a high school diploma. Dropouts are also more likely to end up in the criminal justice system and on public assistance programs.

            County resources are being targeted to high-need school districts and communities that perform below average.

        How Measure K is Making a Difference

        The County is investing Measure K funds to lift graduation rates in areas of the county where students experience high levels of economic and educational inequality. The County is also using Measure K funds to map available public services and to determine service gaps.

              Students With Amazing Goals (SWAG)

              Students With Amazing Goals (SWAG) is a comprehensive community-based multi- disciplinary program aimed at reducing juvenile truancy, delinquency and gang violence in the communities of East Palo Alto and East Menlo Park by improving school attendance, increasing high school graduation rates, and creating pathways to long-term success for at-risk high school students.

              PERFORMANCE MEASURE:

              Percent of 5th year seniors that graduate high school: 75% actual for FY 2014-15; 100% projected for FY 2016-17.

              Mentoring for At-Risk Teens (LEMO Foundation)

              FY 2015-16 Year End Update:

              Sports training, equipment, and academic counseling were provided for 20 students. Four out of four high school seniors (100%) graduated high school, four out of four high school seniors (100%) were accepted into a 2/4 year college, and all participants participated in 2 community engagement activities each.

              Court Appointed Special Advocates (CASAs)

              FY 2016-17 Year End Update:

              329 youth were assigned and served by a CASA. CASA averaged 9.5 hours of mentoring per youth assigned. The CASA contract was restructured to include additional court advocacy.

              Foster Youth Education and Employment

              FY 2016-17 Year End Update:

              38 youth were eligible for graduation and 28 graduated from high school. Half of the youth that did not graduate reside outside of San Mateo County. We are evaluating effectiveness of the service contracts and seeking expansion of services for out-of-county youth.
